They can be used in conjunction with gutters and downspouts to divert the flow to the desired location. Typically water is collected by an external leader head catchment that feeds into a downspout installed beneath the chutes. A roof scupper is a roof drainage system that provides drainage of a flat roof by allowing the water runoff from the roof to exit the roof through a metal edge parapet wall or through the deck into a downspout or leader. The scupper may channel water off the roof into a conductor box with a downspout or a gutter or with overflow scuppers it may let the water run freely down the side of the building.

Scupper drainage systems are characterized by chutes cut out of the parapet walls which extend above roof level. Scuppers can also be placed in a parapet for the same purpose. Scuppers are used to provide an outlet through parapet walls or gravel stops on flat and built up roofs to allow drainage of excess water.

Buildings with railed rooftops can construct scuppers to let rainwater drain off instead of pooling within the railing of the roof.
